Updated Pepper - Parsel for Mint v1.2

Marc Garret has updated Parsel to be compatible with Mint v1.2+.
Parsel tracks your vistors’ browser language setting.
This version v0.9.1 is still a beta version, and once Marc gets some feedback he will work on releasing v1.0.
